2. No Party Group: Another student in the restricted group already has an active pass.
4. Max active passes limit: System-wide limit for total active passes has been reached
5. Max hall passes for hall pass type: Maximum active passes for this specific type have been reached.
6. Not in hall pass type list: Student is not authorized for this pass type.
7. Blackout window: A blackout schedule is currently active.
8. Too soon before minimum wait period: Required wait time between passes has not elapsed.
9. Already have an active pass: Student already has a pass active.
16. Class at active pass capacity: The class has reached is active pass limit.
